Most 'laws' don't make sense.
Only dollars for those involved in the criminal justice enterprise. America has made an industry out of misery and it won't change because the constitution has been usurped by corporate hacks masquerading as politicians. The so called 'laws' are actually codes which infringe upon the 'pursuit of happiness' for those who find joy from using recreational drugs and mongering.
Legal drug market, there is a parallel universe of illegal drug sales and consumption also in the billions. It would make better economic, political and societal sense to decriminilize drugs like Portugal did over a decade ago.

That is why Chinese communist is laughing at American legal system is wasteful

European are traditionally laughing American too. German count prostitution as their GDP out put, because it is a service industry and many people live on that. If USA count prostitution and drug business as GDP, the overall GDP growth here in USA will look way better than Chinese communist government think. Our economic growth rate actually higher as much as 3% more.
We need to act to vote and legalize prostitution as European and Canadian do.
Xx.
Be careful what you wish for.
In America, government involvement generally leads to hyperinflation. EG: higher education, housing, healthcare. During my time in Germany, I mostly mongered in Frankfurt with ethnic girls (South American, Africans, Eastern European, Asian) because the German girls charged a hell of a lot more. Forty Deutsch Marks (20 bucks) could get you girls that would put the majority of BP girls to shame. If I wasn't up for the to the Frankfurt red-light, I would go to the local FKK and date a German girl if I couldn't pick one up at the after hours meat market (nightclubs where hot German girls actively sought out GIs).
If you want an idea of what legalized prostitution would be like in the States, check out the rates you can expect to pay in Nevada. I guarantee most of the non-high rollers patronize the casino girls and street walkers. As much as I hate prohibition, I feel legalization will be of more benefit to the providers than the mongers. However, the greatest beneficiary will be the governments who will create some monstrous regularity agency and tax the hell out of mongers just as they do with cigarettes / alcohol / marijuana etc.
Moreover; if we have it legal here in the US, many US dollars that are spent overseas on 'sex' tourism would be spent here instead! If we also decriminalize drugs as Portugal has done, the economic impact would be enormous! We have an enormous underground economy because of our ridiculously restrictive laws.
