First, it means CAKD is keeping standards high. I hope this dispels the idea that SD gets just the scraps from other cities, when actually between CAKD and BLUE they know to prioritize the better girls. The reason is SD has a ton of hidden customers who are busy at the many cheaper AMPs, but they will show up when hottieswith service are here. No other city has such a strong dynamic on that point (SD is AMP heaven), and it's why Bona and Jira had such long sustained interest because such girls aren't typical at AMPs. Same with Purple K, these girls were higher service HYA.

I've written a guide before showing how CAKD has a much higher percentage of hotties. The better girls even stayed extra long in SD for us, often more than LA and OC. LA basically cares about "new" more than HYA, they care about service more than looks. OC cares about looks a lot but have complicated criteria and taste. They will say a girl like Yulie or Tiana are "not bad" and I wonder, can LA or SD have them then? They say Minji is "just any girl walking the street" and Yulie is "just a girl from the library". Which street and which library? Their standards are weird. You can't make everyone happy I guess.

The other reason is Eilen was well-liked and it's "only" been 1 1/2 months. Many other CAKD ATFs take 6 months to return, if they do. Of course, it's because it is risky for the shop to bring girls back too soon, even though it succeeds if the girl is popular enough. We can see that BLUE can bring Isabella or Kiko and they last for weeks, even changing their tour schedule to stay longer.

In a way, CAKD is taking a risk whenever they bring back a girl we like "too soon". Or maybe we vote with our wallets and prove it's not too soon. Then they might bring back other ATFs sooner too. OC already gets that treatment, but that is because of other agencies that have a different strategy.

Every agency has its advantage of course, bb special guys are going to like SKP and XO. Blue's base rate is good, they've had some winners too. Each customer is different, so this kind of variety is good and necessary for everyone.
