I'd have to believe they'd use a cell phone or some internal number that doesn't Google back to the department, or is listed on every department website. I not a lawyer, but even with that think they can still charge you with something like intent, once you had agreed to meet and actually showed up. Not that it matters much, you might get a smaller fine, but will still get your name and perhaps your mugshot in the paper. Anyone who is lawyer or plays one on TV or has actual knowledge of the legal stuff would be good to hear what you have to say.
