W sex trafficking charges filed in Oxford massage parlor case
DUDLEY — As expected, the two women who managed an Oxford massage parlor that allegedly doubled as a prostitution house are facing new charges after a judge dismissed their original charges this week.
Warrants were issued out of Dudley District Court today for Lanyun Ma. 42, and Wei Ma. 22, both of Flushing, N. Y, on a count each of trafficking persons for sexual servitude.
Lt. Pi Heseltine of the state police's special service section issued a 10-page affidavit.
A judge on Tuesday dismissed the original charges against the Chinese-born women based on the defense lawyers' motions arguing that insufficient evidence had been presented at a probable cause hearing.
Lt. Heseltine's report said Oxford police in December asked Shawn Croke, an investigator from the Division of Professional Licensure, for help investigating a possible prostitution house 2 Fairlawn Ave, Oxford, purporting to be a therapeutic massage business. Mr. Croke contacted state police.
The parlor had no advertised name at the time. But it had two phone numbers, the report said. Police said they believed prostitutes were being brought in from New York.
In late December, police and investigators went to the parlor to check on employees' licenses.
Lanyun Ma said the business provided massages for $60 for an hour. Mr. Croke identified himself and asked for her license and the license of a second woman, Bi Zhen Zhang of Brooklyn, which he said could not be produced. The women were fined.
Ms. Zhang had been arrested and charged in Quincy in 2009 for selling sexual services, the report said.
Lt. Heseltine said he found two naked men in massage rooms. Both said they were there for a massage.
Lt. Heseltine said he did an online search for advertisements and found backpage. Com posts for 'sensual body rubs. ' The ads were linked to the Oxford site, state police said.
On Jan. 9, troopers installed a pole camera on Fairlawn Avenue facing the side of the building leading to Unit 2.
During the seven-month investigation, from eight to more than 20 men a day made 30- to 60-minute visits to the parlor, police said. Their cars had license plates from as far away as Maine and Vermont, state police said.
Investigators sent a subpoena to the records keeper at backpage. Com. It yielded many ads associated with the Fairlawn Avenue address. The invoices identified Wei Ma as the user. She was also the account holder of the debit card, email and phone number used to place the ads, investigators said.
On Feb. 1, investigators monitoring the parlor found a Toyota Camry out front registered to Wei Ma. The car was seen coming and going from the parlor.
Two Asian women were followed in the car to the Econo Lodge in Northboro on Feb. 9, state police said.
The next day, Northboro police did an independent prostitution investigation at the motel. Wei Meng was charged with offering sex for a fee, having posted an advertisement on backpage. Com under 'Worcester escorts. ' She allegedly used a phone number linked to the Oxford investigation.
On March 8, after surveillance footage showed an Asian woman taking trash from the Oxford business, a state trooper removed it and had it tested. A lab analysis found the contents included seminal fluid and paraphernalia 'consistent with a house of prostitution and sexual conduct for fee. '
On March 23, Lanyun Ma was seen on a bank video in New York depositing $6, 000 into a business account for 2 Fairlawn Ave.
On Aug. 9, police stopped customers leaving 2 Fairlawn Ave, and they allegedly admitted they had paid for sexual services there.
Police then searched the property and seized $3, 000 and ledgers indicating dates of services and money paid by customers. A chemist from the state police crime lab confirmed the presence of seminal fluid.
Lanyun Ma admitted she and Wei Ma managed the business, but denied engaging in sexual conduct. She said the employees were from New York and their length of stays varied.
Investigators said they believe 300 W. Main St, Northboro, was planned as the duo's second massage parlor.
Lawyer Michael Erlich, who represents Lanyun Ma, and lawyer Kenneth P. Canty, who represents Wei Ma, said earlier this week they were bracing for the new charges against their clients.
A court clerk said the women can either turn themselves in at the court or wait to be brought in by police.
