In my experience, it's usually one of the following:
1. They have someone (male or female) who is helping them with the bookings, and don't want to ruin the illusion that you are communicating with the provider.
2. They get a lot of texts, and it's easier to keep track of who is who by looking at a written record of communication (they don't put everyone into their address book, so lots of clients show up as just phone numbers); if you call, they might not remember who you are, which ruins the illusion that they know who you are.
3. They are with friends or family who may not know what they really do for a living.
4. They are busy.
5. They just don't like talking on the phone. Plenty of people these days get annoyed when they get phone calls instead of texts.
Source: I have spoken with many providers who have become acquaintances / friends and have explained the above to me, or I've been hanging out with a provider and her friends and have observed it directly.
