My experience on AMP in California
As for AMPs, the women working there usually are not young and know exactly what is going on. They go from CA to NY and back to Asia then back to the US again. Girls who have been recruited by sex traffickers are never allowed to leave. They will look thin, drugged, sleep deprived and like they have been crying for days. If you see that, walk away and make a few calls. This is not about helping the police. It is about helping someone who can't help themselves.
I was a regular to a Korean MP for 3 years when I was in California. I used to give the girls good tips and chat with them about their family, personal life and age. I even tried to make friend with them by mentioning I am single and looking for a wife from them.

Most of the Korean Girls live in LA Korean town and back forth to SFO, NY, Tampa and other big cities. One of the girls I met actually came to USA to study accounting in San Diego US college. But she supports her own college by selling her body in MP. It is not a very shameful business in Korean girls because it is a "BUSINESS". They have many rules for this type of business. I still remember, the mamasan told me on the second day of new year after I told her that I called them on New Year's day for a message."Nobody works on the first day of a year in this business".

Furthermore in recent years the case you cited was used the basis for another decision limiting Presidential Executive Orders where Quoting Youngstown Sheet & Tube, Chief Justice John Roberts concluded,"The president's authority to act, as with the exercise of any governmental power, 'must stem either from an act of Congress or from the Constitution itself. '"
Unless you are referring to foreign policy matters and other areas that the constitution give specific powers to the office of the President, the President has NO authority to enact law.
