City officials can take one of a few strategies to deal with these kinds of establishments, from what I've seen over the years.
1. Basically harass them out of business. We've seen this at Vicks in Los Alamitos. It worked quite effectively and quickly at a minimal expense.
2. Litigation. This is currently ongoing with LFBC. LFBC owners claim the city has spent hundreds of thousands of dollars trying to make them leave the city via the courts.
3. Bust all of them at once. We've seen this in Inglewood. Works well for the city, but doesn't work well for the nearby cities, as it seems many of the Inglwood parlors have moved to Irvine.
4. The one they usually like the most, is to spend many hours of investigative time, find all that they can about the parlor in question and bust them. They took this strategy with Jong Ock Mao, with her case still in the wings. I looked it up recently and it still appears to not been heard.

Long story short, they are likely working on some strategy to eliminate these establishments. It can cost a lot of police manpower and maybe Irvine just doesn't have it to spare at this time, or they are already actively working on it.

Either way, enjoy them while they last and don't be so surprised when they go.

The best solution, is to make sure we elect the officials that will actively pursue crimes that we all want to see elimited as opposed to those crimes that some want eliminated because it doesn't fit their family values or religious beliefs or what ever those crazy people are thinking.

Went last Thurs. (sorry for the delay, been busy) anyway. The short of it is I would avoid this place in the future.
