Some are offered for free, perhaps the ads pay for the service. Then again users of these must have something to hide so the temptation is there to find out why!
Here's the real solution, get a laptop with wireless go to a hotspot, McDonalds are free now. Each hotspot give you a different address so you can't be traced by IP. And dozens of people re- use the same address all day long.

The media loves to hype these sex trafficking stories because they sell. The other reason is to make their buddies the police look like good guys. Much of what you read in the media comes from the police. If the media doesn't play nice with the police, there go their sources.
The way for us as men to deal with this is to simply not patronize these places. As for AMPs, the women working there usually are not young and know exactly what is going on. They go from CA to NY and back to Asia then back to the US again. Girls who have been recruited by sex traffickers are never allowed to leave. They will look thin, drugged, sleep deprived and like they have been crying for days. If you see that, walk away and make a few calls. This is not about helping the police.
