The *purpose* of LOL is as a shorthand for casual electronic communications, so reasonably should *not* be capitalized because it would require extra keystrokes. It often gets upper cased by autocorrect though.

It's worth noting that I'm typing this on Chrome, which marks both LOL and LOL as possible typos (despite common usage), but recognizes USA, GIF, SQL only when they are capitalized.
