If your member has a skin break or suffers a break because of the friction of the act, then transmission has probably occurred by the time you pull out. The rougher the sex the more likely for skin break, usually an abrasion. Rubbing alcohol is good for cleaning the skin, especially removing oils, but it doesn't kill anything. Chlorhexidine is bactericidal on contact, but it won't help if transmission has already occurred. If there was no transmission during the act then soap and water cleanup is as good as anything. There's no substitute for using a condom if you want to protect against STDs during intercourse.
