Reportedly, the odds of that happening naturally are one in a trillion.

This codes for an amino acid sequence of PRRA, which adds onto what already exists to create a PRRAR sequence that causes the region to become more basic, and more amiable to the Furin enzyme. Alpha, Delta, and Omicron further improve the FCS with mutations that make the region even more basic, with Omicron Delta Alpha. Spontaneously generating this entire sequence would be rather unlikely.
However, Bat Coronavirus HKU9 has 10 out of the 12 identical, and naturally infects a bat with range and habitat overlap with the host of RATG13. The entire insertion follows a CAGAC sequence, which in Coronaviruses marks a location that is prone to copy-choice recombination. Palindromes act kind of like speed bumps in the genome, that jostle the RNA polymerase as it runs along the track, giving it a greater chance of falling off there and resuming work on a different strand. The ancestor of SARS-CoV2 and RATG13 seems to have had weird things happen at that site before, as the CAGACT sequence repeats there in both species.
More distantly, PRRA is present in the FCS of Feline Coronavirus. It's also not the best as polybasic FCS starters go, since the P is not basic and is not pulling its weight in this function. Other Coronaviruses have superior sequences leading their FCSs, like Murine Coronavirus A59's HRARR.
