Park in the US and take a taxi
The last time I went to Tijuana, there was a very long line to get back into the US. Sometimes it can be as much as 3-4 hours. Late at night (after 12) it is a lot shorter. I think there is a web site you can check the wait time. Also be careful about the guys that will offer to take you to the front of the line for $5. They take you there and then they tell you to cut into the line.
There are some interesting clubs and wall leaners there but the long drive and border wait time make it not worth the trouble for me.
If you're far from the border and just intend to spend no more than an hour it might not me worth it at all. My trip to Tijuana is over an hour drive so I usually stay in Tijuana for at least 3 hours. Yes even crossing walking the lines during the day can be bad but not as bad as driving. I don't drive into Tijuana anymore unless I'm staying for the whole weekend or something. I just park my car in the US side, once I cross I take a yellow taxi or taxi libre to Adelitas. Once there most all of the action is in that square block. I just walk to the different places like Hong Kong, the cuaouguila (something like that) street where all the street action is at and when I'm done I take a taxi back to the border and walk the line. At night it has never been more than 30 minutes usually about 15.
