The last time I went to Tijuana, there was a very long line to get back into the US. Sometimes it can be as much as 3-4 hours. Late at night (after 12) it is a lot shorter. I think there is a web site you can check the wait time. Also be careful about the guys that will offer to take you to the front of the line for $5. They take you there and then they tell you to cut into the line.
