Fulton county clubs like Babes, Blue Flame etc are closed.

Being white is no problem even in the big booty black clubs. It looks like you are a Follies type of guy, and Follies is good for VIP action.

Friday at lunch is fine, though Mon.-wed would work better and before 3 pm.

Expect to pay 52 for house, and 100 plus for girl, better negotiate all upfront over couple of dances.

Most girls do VIP, most will offer you, if not ask, you don't even have to buy dances, just chat up and ask.

You should be able to keep it around 170 to 200 budget.
