Does deleting PII and asking for resubmission create additional risks?

Scenario A: Client submits PII once and agency keeps for an indefinite amount of time.
Scenario B: Agency deletes PII periodically and requires client to resubmit.
With A, there's a single transmission of the PII and after that the security of the info depends on how the agency stores it. While there might be copies of the info on servers in the transmission path, over time that middleman info will likely "age out" and using VPNs and encrypted email should also help. Which again leaves agency storage security protocols as the main concern.
With B, there are multiple transmissions so take everything above, multiply it by however many resubmissions were made, and consider that a new set of potential risks is created every time. Of course the biggest question is what the agency does to "delete" the info. If they get busted and weren't very sophisticated, LEO will probably be able to recover or reconstruct some, most, or all of the "deleted" data. Having many instances of sending them your PII would seem, IMHO, to be harder to explain. And if you're caught up in the middle of a real or pseudo-trafficking investigation things could get pretty sticky, and not in a good way.
Makes no difference to me as I'll never send any agency or provider my PII. I don't care how attractive or how good the reviews, there are plenty of fish in the sea and I refuse to entrust my life and well-being to people I don't even know. And I'm also cognizant of the fact that once your info is out there, it's out there forever and no longer in your control.
