Food will stay "safe" for a long time if it is properly dehydrated and protected from moisture. Germs must have available H20 in order to live and propagate. The mac and cheese is dehydrated so it won't rot over the course of years. The quality will degrade though as the cheese powder will chemically change over time and taste like shit.

WW2 vets say that they were eating (at the beginning of WW2) rations packed in WW1. It was perfectly "safe" from a microbial load perspective, but the texture, flavor and appearance were degraded to the point where a dog wouldn't eat it.

In your case, your Mac and Cheese is safe. I wouldn't store it forever, but more from a quality standpoint.
