But his comment is a perfect example of what is happening in California and SB357, namely a two tier system of justice.

The "anti-loitering" statute was Penal Code 653.22. It was ruled constitutional here. I. e. , it was not too vague that someone who is just minding their own business on the blade would be arrested. The law put you on notice as to what was offensive and it would not be applied arbitrarily.
