The first time you didn't have the cash and the second time she told you it would be available upon your next visit for the standard rates. Why the confusion? Both times I was talking with the girls I got the empression what they were offering was against house rules. One of the ladies put her finger over her mouth as we were talking about FS because the momasan was at the curtain listning. It was not the same one I saw before but a different one. I get the same vibe from the OS spa down the road, I use to see Lisa regularly. Anything written here is hearsay at best. Scandalous rumors more like. None of the fiction here is legally actionable.
But police don't need legally actionable. They need a suspicion, a strong enough suspicion to convince their boss to pull money out of the investigation fund and send them in to get a HJ. And surprise, you didn't find FS.
It would be a lot less guess work, if you did your home work. There are places within short to medium long distances (10-30 minutes) from the two you mentioned, that have positive reports that you should be able to decipher. There are some even closer that can make you feel good enough you won't care it wasn't FS.
