They are easy to spot. They will look hard at you, not glance. They will often wave discreetly or not. And they will turn to look just after you pass them to see if you are turning back for them. You have to make eye contact and if they keep looking circle around and come back pull over near them (I never pull right up to them in case they are just a civilian) if they are working they will come by then do something like ask them if they need a ride.
