Many providers are a bit (or much more) mental and it's really the only way they can make anything resembling decent money since they can't hold down a 'normal' job. Some such providers are scammers and / or thieves, but others aren't and provide good to great service though many are flaky and unreliable.

To me that's the major difference between a reliable high-end provider and a good but flaky mid-level provider: The former is clean and reliable which you pay a premium for while the latter's prices are more reasonable but dealing with her unreliability is oft a PITA.
