The massage is straight up and she refused several polite cues. She provides a pretty decent massage, but that's all there is to it.

The law you referenced went into effect in 2009 (it was not just signed into law by Evers). That law required anyone advertising as a massage therapist or a masseuse, etc. , to be licensed by the State of WI. However, local law enforcement and municipalities had to go to the state licensing board to shut down massage operators for violating the 2009 law. The new law gives the power to municipalities to enforce the laws on their own. They no longer need to go to the state agency to shut down the operators. So, no this was not a 10 year old law just signed into law by Evers. The 2009 law was already on the books (it wouldn't show up in the statute books if it wasn't law). The new law was co-sponsored by two Republican legislators and received (no shocker here) be-partisan support and was passed into law and signed by Evers.
