During these " searches ", LE placed cameras in hidden areas and the massage parlors were unaware the cameras had been placed. They started this operation after someone tipped them off to what the menu was at the massage parlors. I don't know that's 100% true, but knowing how LE can do such tricks, would you be surprised??
