While it is her job to keep track of her time, it is also your responsibility to be respectful of the time you purchase. While I hate clock-watchers and do not agree that she should just quit at 2 hours, there is a difference between going over 5 - 15 minutes and going over 2. 5 hours. You should have negotiated a number that you both were comfortable with and knowing Jess she would have given you a good deal.
