There's a house on Middlesex that's long been home to some more mature providers, Debbie's lived there sometimes and Linda quite possibly still does. By that standard they could say the ladies walking down the street are all soliciting, and LE can have a hard time doing that. Part of LE is to intimidate would-be criminals. They might even cross a line and arrest you without cause, but at that point they are in the wrong and could do that at anytime.
