At least two have popped up in my sleepy little eastside neighborhood, nowhere near any "at risk" businesses. If you believe the publicity on why these were created, it was to log license plates near at-risk businesses when there aren't enough cops to patrol. I think we're pretty far from that intended use and these are obviously being used to simply collect data on driving patterns. Just another tool in Big Brother's utility belt to log massive amounts of data points on the citizenry.
