I've found that the amount of the donation is entirely fungible.

The other side of the discount provider argument is that the low rates are keeping other more desirable providers from strolling their wares until they reach a comparable state of decrepitude to the other SW's. Maybe more would put a leg out sooner if it was deemed to be worth it. Also, I've never seen a SW get more attractive and more expensive the longer she is on the stroll. They all seem to be a walking advertisement for entropy.
