I'm sure it works for someone willing to jump through the hoops. Same way there are all those alternative sites to HX, in a way it puts less spotlight on HX if there are so many alternatives.
Competition and different systems and choices leads to better service in the long run. It's also usually safer. Over the years I've seen agencies that close in other cities be replaced by more. Sometimes out of necessity agencies stop taking new customers. Keep your options open.
