Of course they can always have their locator on, on their cell. But that's taking it to another level.

I second that always, and now I show up 10 mins early when I do meet them, to see them roll up solo. If they ask what kind of car I have I lie about the make / model until they show up, then when we speak I'll tell them the real one once I know they are there solo. Just to CYA.

Just don't look suspicious or stand out while doing your recon work. I have a decent pair of binoculars so I parked far enough away, when I saw the coast was clear I just rolled right up as if I just got there.
