There is no way they do that without a warrant
I guess the news is getting out. Apparently the cops charged in to the spas, claiming there was a bomb threat. Everybody cleared out so they could search. While everyone is out, put the cameras in hidden spots. Everyone was out and thinking the building was being searched for bombs. IDK if they had a warrant to place the cameras. If not, I suspect many of the cases will get tossed. They probably had a warrant. Even if they had consent to search for bombs, it doesn't give them consent to place cameras.
If it was a real bomb threat, they wouldn't need a warrant because the imminent threat of danger would give them a legal justification. It was clearly just a pretext to place cameras and I think they make every effort to go through the process of getting a warrant and do things legally.
With the involvement of Homeland Security in aiding this investigation and the current political rhetoric about immigration, I wonder if AMPs staffed by women who may be in this country illegally are most at risk for this sort of police effort. My guess is that younger providers who don't speak a lick of English are going to become even rarer.
