Unfortunately, there are people who are not amenable to reason, and who are loathe to allow facts to change their minds.
When people hold such patently ignorant beliefs I find it best to give them wide berth. While it may be useful to challenge such assertions for the record, it's probably best not to argue too much with those propagating them. They are likely beyond hope.

In any case, if the courts use the presence of condoms as evidence against a provider, the medical community and all sensible people ought to really fight this.
In fact, where prostitution is illegal, legislation ought to provide for reduced penalties if the person charged had protection.
Criminalizing condoms endangers public health.
