I cruised down flagler sat night(sun morn)around 2am and saw 0. I also went to NW 36st between 57ave and 45ave and saw 0. I didnt feel like driving to Biscayne so i called it a night.

I would blame a combination of everything, I think the main reason though is the fact that the neighborhood, low prices and "street rep" of the place attract a very bad element and that was what did the place in.
