OTC is a bit tricky. Maybe complicated with some of the girls because of a BF or significant other. But from my experience and I have done lots of OTC in Tucson and other places, the mighty dollar works. Try offering her something she can't refuse. How deep is your pocket? If you are cash worthy and you must have her, I do not see how she will refuse, let us say 2000 at the start of the month when bills are due?
I have done this many times with success, no girl will refuse a huge amount of cash like that. One of you should offer her a huge sum and see if she says yes to OTC.
