PP has been essentially a look but don't touch club for the last year since they made their deal with Brookhaven.
Just about all the clubs get searched / busted up for drugs every year or so. They aren't after the recreational pot users so much as stopping distribution of the harder stuff. Who knows what's going on this time but in the past it seemed to be the drugs that drew more interest from LE than sex in the VIP.

I think the prostitution that is by these clubs along with women coming into the clubs and offering themselves to random guys is what caused the undercovers to these places. Just take a look at what has happened to Buford highway from doraville all the way to the pink pony and beyond in the past 10-20 years or so. Prostitutes, drug dealers, drug cartels, beggars, murder, etc. I personally don't know how they let things get this bad. There is a lot of places that just need to be torn down or rebuilt.

Brookhaven has had some big problems for a while now. I stopped going to the pink pony when I saw cops there letting people into the strip club after giving them money. That is never a good thing when that is happening. Doraville really has no strip clubs worth going to anymore. Roosters was closed last I heard and shooter alley has been bad since the shooting there. They started bothering oasis 5 years back or so and even sped up the closing of barnacles that was right next to oasis even. The cops in doraville don't want these strip clubs around. They don't want a dime of their income coming from these places.

Really, all clubs have OTC available; it's a function of the girl, not the club. It's not as though there are any clubs in Atlanta which have an OTC quota for their girls, or encourage them, or whatever (this isn't Germany with its FKK clubs!
There has always been a long tradition of the PP girls heading across Corporate Blvd. For an after-hours breakfast; before they went to "Monties", they used to go to the Denny's that was there for many years (there've been a few late-night places in that spot). If you want a general rule for OTC girls it's not the club, it's stripper demographics: black girls. The black strippers pretty much are 100% likely to OTC, regardless of the club. After that (in my experience), Asians (specifically SE Asians, especially Cambodians, who are also 100% certain to OTC).

As an aside I'd suggest that ATL is by and large OTC friendly meaning if a girl is so inclined to give you her number, she just gives it to you. In many other cities clubs have strict rules about not giving numbers. It still happens but there's more cat and mouse "so the boss doesn't see me".
There are two kinds of OTC hookups. One is basically asking her to be an escort. You pay her for a "session" -- it's more private than VIP, you're both more comfortable, no need to give the house a room fee etc. Etc. In this case direct usually works best. After a couple of lap dances or a drink just flat out ask her: "Do you see guys outside the club?
The other type of OTC hookup is what amounts to a civilian date (which of course almost certainly involves sex if you play your cards right). Typically you don't pay for this directly. This involves building a little rapport often over more than one visit. In my experience it involves going on an actual "date" like taking her to a restaurant (not Waffle House) for lunch or dinner on her off day.
I've tried the "let's get together after the shift" routine (for both of the scenarios: escort and quasi-civilian date) and I've just found it doesn't work too well (for me). Often it just never happens. She flakes out. Whether she flakes out or not you end up hanging out in the club until she can leave. If she does go with you she often smashed and / or or looking to get more smashed or high (e. G. Party then play). I'm not a drug guy and beyond social drinking don't find smashed attractive so that's a turnoff for me. The net of it is I end up trying to set all my OTC for a another time.
