The difference is they do not have to advertise it and thus reveal their preferences. Now, I think it is very unfair to try and compare a provider with say, associate at a supermarket (not that you do that here). The business relationship between a provider and a client is much more intimate and thus different rules will apply. Think of strip joints for example where officially there is a "no touching" rule in place. In reality every dancer will allow customers to interact with her at the level she feels comfortable.
