I will not get into further "extras" as my .4 should set the tone.
I refuse to be bullied ( Forever Young) into bigger tips to see a 50 yr old rack.

This used to be a mystery to me until I gained direct knowledge about how the licensing side works for towns (not city). The business license gets approved by 2 diff town Boards usually (Bd Health and Bldg/Zoning Dept). Until recently the actual Massage person got their local license from the Town's Bd Health (the state has recently taken this over as AS noted). The steps necessary, if all paperwork is in order, are pretty routine. Historically the steps may be similar, but not necessarily consistently applied, from town to town.
DB got the renewal stuff accurately. DW got the stay off the radar with no complaints, no problem, and the ability to get renewed for business and massage licenses accurately. G2010 got the shocked part right, but, keep in mind there are many licenses to high end expensive massage businesses which, probably, try to run things by the books. The AMP places specifically have the sex slave business stereotype slant on them.
It seems that the LE side is the primary enforcement side (like you guys alluded to in posts). There may be some compliance testing by LE.
To me, one of the duh moments is why more of the places do not get past the "massage" license hurdle by taking the "bodyworks" approach (many mongerers are not checking for a license). This just gives the establishment and the provider one less technicality for the towns to use to try to shut them down or temporarily suspend licenses.
