It is not so much a cultural thing but an economic this. Many upsell while others others just charge too much from the start (and others add on from base). This is more the occupation as opposed to culture.
In my opinion, they are mostly over compensated for what they provide us. This is true in all catagories (again my opinion) and it comes down to simple economics of supply and demand, As long as we do not demand better and we are willing to fork for services suppled, we get what we deserve.
Just like in a restaurant, I tip based on service and of course a cute flirtsy gets more that a dead fish.
