The government went light on Lori Laughlin because they don't really care about punishing her, but to send a clear message to rich and famous people to not try to bribe college admissions folks to accept their spoiled trust fund kids into competitive schools without merit.
Lori Laughlin case won't change much. Wealthy people still have many ways to influence college admissions officials the "legal way" to get their kids into any university they want.
