I've busted alot of really HUGE nuts there over the years but in the last 12 months its been the best track in SoCal.
For me its about the quantity and the quality.
I've poked so many prostitutes of all backgrounds on Harbor. A few that really stand out:

If you have a car available, I'd recommend you go to South LA via Figueroa. You're certain to find SWs from Vernon and Imperial (roughly 5 miles) no matter the time of day. Make sure you get cash out of an ATM at LA Live, because the last thing you want to do is grab cash in South LA as the area is pretty sketchy.

In the last 5 years I've been to Seattle, Deigo, Vegas, San Fran and Phoenix and over-all I'd say Harbor Blvd still the best.
Its best because its a compact track with alot of variety, alot of new faces and alot of regulars.
Other tracks like Seattle can be miles and miles long which can be time consuming.
Even Fig in LA is a super long track that can take a while to cover properly as the girls like to group up in pockets.
Outside of the US its a completely different story. My favorite tracks are:
#1 - The area around Plaza Ghandi in the EUR neighborhood of Rome, Italy.
Tons and tons street walkers, good prices, bareback and CIP readily available, safe. 24 hour track.
#2 - The street behind Botero Plaza in the El Centro district of Medellin, Colombia.
The track is only 3 blocks but its jam packed with girls, all body types, colors, ages and races. Safe only during business hours.
There is a few SW's downtown at times. But the action tends to be sporadic at times. The best thing to do is follow the posts here and see the what the trends are. There has been fewer reports of SW's in the downtown area lately.

I'm not an SW monger anywhere other than in our very conveniently close Tijuana. It's well covered on this site and it is just a handful of blocks, but the Zona Norte neighborhood is rich with very sweet and attractive chicas from barely legal to grannie's age, but more young than old. The downside is that default service quality is pretty much horrible, but if you have limited funds you can't complain about sucky / fucky with hot 18-25 year old sweeties for less than the cost of breakfast at Denny's. They tend to be along Hazard Avenue west of Harbor Boulevard. Sometimes they are on Hazard east of Harbor. With the exception of a few counties in Nevada, offering money for sex is a CRIME in America. You put yourself at risk if you do. If a prostitute is the best you can do, I suggest going to a freer part of the world to find one: Mexico and Spain are examples.
A strategy that probably works in the USA is asking the streetwalker or masseuse to do something that's legal but which an under cover female police officer won't do, for example, dance naked for you, or give you a "massage" while she's nude. If she passes that test, you are probably safe asking her for what you want. Remember that hand jobs for money is prostitution in the law of most states.
