It is not about his budget but it is about his thought process.
What does posting on Craigslist mean? How does anyone have $500 to spend and he posts unsuccessfully for months on Craigslist? What is he looking for that he did not see in the available ads which have their call back numbers? Is he posting in the personals section? If he is posting in the personals section, then he is looking for freebies and having $500 to spend does not add up. I have yet to seek out a date on CraigsList, BackPage or etc. Why? Like you said, it's about the mind set. If I lose $30, $40 or even $50 dollar on a bad date on Kensington Ave, I am pissed, but I can and do live with that. I can’t even begin to think of how I’d feel losing $500 on a bad escort date.
