Since most providers us Burner numbers if a previous provider had that number before and then got a new number after some period of months or possibly over a year that number is assigned back out to a new person, which sometimes can be another provider. I think providers are probably the most likely to be switching burner numbers someone like myself probably doesn't have a need to switch it once I have one. I believe if a ad was associated wtih a particular number for whatever reason any pic assocaited with that number stays on LC / EA.
