It sounds like you were in the right area, but Sulli does have a couple of huge gaps that will frustrate newcomers. The busier times on the weekends are after the kids go to sleep (11p-3a). And sometimes you just have to circle. I've gone by two laps and seen no one, made a pit stop, then 6-7 will appear during the next lap. Especially around lunchtime during the week. It's like you have to catch the next shift or something. The weather is a deterrent during the week, but when paydays happen (Fridays. 15th. 31st) the walkers walk.
