BTW, they were set up on Wethersfield and Stonington / Groton area, working that corner, from 1pm-5pm supposedly. I'd be curious to know what time BigGuyCT saw what he did. According to the arrest logs, all of the people arrested were between 2 and 3pm.

This is standard for the HPD, happens every year. More of these will be coming as the first couple of warm days approach in April and May, and then they'll back down as usual during the dog days of summer.

Most thieves will look under the seat, usually while leaning over from the passenger seat for the BJ, they'll stealthily slide a hand down and check under the seats.
