Head further into the east bay pinole or vallejo or head towards the concord area. I personally avoid locations in the castro valley but that's because I've had a few bad experiences that way over the year and just stick to the areas that bring me good memories. (this is also the reason why I avoid China town parlors.).

I gave Holiday Spa in Fairfield a go. They're a little ways out but they advertise in our area and I didn't mind the drive. Went in got 60 minutes, at normal rate. Mid 40's provider wearing mask. Decent rubdown no teasing though. After flip requested BBBJ, they said they don't do that but in their ads they advertise this. So after a short conversation, explaining that's why I came, and some negotiation we settled on $. 5.
