Where ever you go they will have some "rules" or standard way of doing things and you can possibly get them to bend the rules to some degree. When you are talking about the places that are regular FS places they are a little more careful. They almost always collect the house fee first but then the girl may wait until the end to collect and may even never ask how much if she has seen you before.
