Most have financial goals, most were single by choice, and seemingly made their own choice to do whatever they do. I can say that I am pretty good friends with a few in VA, NY, PA, and abroad, and this was a choice. The ones abroad all had control of their passports and although committed to a place for x time, were in control. The mind of a provider is an interesting place I may add.

I am sure that trafficking happens, but I have not seen it at all. Just a bunch of consenting adults.

Cops aren't saints. Nobody is. We learned that quite a while ago when all the scandals came from the Vatican.

But yes stories like these are quite sad but for every real traffic ring they bust, they bust a hundred other businesses that do not partake in sex trafficking under the same guise and like to pat themselves on the back as if they were able to make any actual change. Instead the wheel will always keep turning, because the solution isn't to create a sting operation to bust one apartment complex or spa (and waste millions of tax dollars to do it). That's akin to throwing a grenade every once in a while down a rat infested basement. Sure you'll sometimes kill a rat or two (while also destroying some furniture that did nothing but try to maintain its structural integrity) but more rats will eventually take residence once the dust settles.

If they wanted to actually make change, they'd legitimatize it. Bring it up to the surface, let consenting adults be consenting adults and draw lines of distinction between that and actual trafficking. Then you'll be able to smoke the rats out since they'll be easier to spot.

But it will never happen, those kind of ideas tend to stay buried under water.

Virginia might end up like DC and MoCo.

Well, this is what the commonwealth voted for, say goodbye to legalized weed soon as well, all because people didn't want to be told to wear masks. They might bust a few that are going a little overboard with advertising but doubt it would ever be widespread.
