Purely economical. Their advertising and rent costs have increased every year so they decided to both change the amount they charged and then change from a time-based rate to an event-based rate. The higher amount will get you a longer and better service than the smaller "quickie" service. Rarely will anyone see an hour for the .7 rate. 45 mins is the norm and can be shorter when they are busy. If you want a guaranteed hour, they will charge you for 1.5/hr and expect a 1.5 tip. I rarely go to HC anymore due to this practice.

You are correct about the fact that their rates remained virtually unchanged for about 10 years. Who of us would have been able to sustain the same pay for 10 years? But I think that they did not raise them for a lot of reasons. ONe reason was that they had a lot of competition and thus a lot of downward pressure on prices.
But I still believe that the recent events and the increased risk to their business model provided the event which encouraged and allowed the current upward pressure that we are seeing now.

2001 $160 = $185 in 2007 based on US inflation, now for the bad news, the exchange rate has fallen 1300 to ~940 won/US$ during that time. Together that'd indicate we should be paying $255....ouch. But, would you rather see them go to europe or new zealand. If I had a good time, I typically paid $200 total, only $160 + comment to mamasan if she was a nag. KL
I was recently wandering in the desert and saw a shimmering object on the horizon. I went there and was greeted by a vision named Maya. Maya is 5' 4" 120lbs, 28 yo, 33 B's (all natural) with curly shoulder length brown hair.

Had a minute today, so rather than add to my girth, decided to go back for some regal attention. Was given Ricki, who did not bring the smiles that her native land is known for. She is 30ish, and could stand to move about 10# from her gut to her skinny butt. She does not enjoy her job, and it shows. Perfunctory TS, with all contact via the Brillo pad. No attention to primary spots. Back in the room, a fair massaggee, but she did try to please with that at least.
After the question, quickly on with the equipment for a brief and somewhat uninspired lesson in the french language. I did ask to return the favor, was informed that she "didn't like that, I could do her, but she would not like it". I'm not sure we have to worry about them going to Europe or anywhere else in large numbers. First of all, since the U.S. is such a big country, I have to believe that we are able to absorb these gals in larger numbers than in Europe, Australia, New Zealand, etc. I also believe it is harder to get into other countries than it is to get into the U.S., whether legally or illegally. In addition, in most of Europe prostitution is legal. So a a girl working say in Germany would probably pay tax on her earnings. Here in the U.S. whatever amount the girl keeps (i.e. does not go to the house) is hers. No tax, no social security, etc.
As it happens, I know a Korean woman who works in a spa in Atlanta. When she was young, her parents sent her to Germany to study at some university. I never asked her why she left Germany to come to the U.S., but the fact is she's here and making a pile of money (relative to her education and skills).
Just my opinion of course.
