I know when I talked to them, they initially requested some sort of school or work email if I did not have any references. In addition, they requested verification of my identity, which I do have through a work website with my picture on it, but of course I did not feel comfortable with that as well. We went back and forth through emails with them asking A LOT of questions before they finally verified me. I think they are fairly flexible as long as you can get them to respond throughe email. Maybe just ask them what type of verification would be okay for them on the webform? Thats how I was able to get them to respond initially.
