If your sister is currently l in jail (as Actinium says), you should be able to write to her at the address of the jail.
Go the following website (this is the Duval County Sheriff's Dept website) :

This will take you to the jail inmate locator page for Duval County.
Enter your sister's last name and first name in the form that comes up. Details will come up (if she's still in jail at the time you do this).
The details will include her "jail number" and her "Housing location". Note down both of them. You will need them to write to her. Once you find the "Housing Location" (it would be either a County Jail or a pre-trial detention facility), look up its address either from the sheriff's website or by calling the sheriff's office
You can then write to her at the following address:
C******* D******* (Your sister's name)
JAIL NUMBER #***** (this is the number you looked up)
Address of the facility (that you found following the directions
in the previous paragraph).
The records show that your sister had a court date on July 3 at 9:00 am, which means that she has either been jailed (sentenced), OR held further pending trial, OR released. In the first two cases, her records will show up. In the latter case (i.e. if she's been released), it won't.
If you can't reach your sister this time, your best bet is probably to keep checking the sheriff's website periodically (following the instructions above). The next time your sister is arrested, you will be able to write to her.
