In fact, the National Archives reports that British Navy impressed USA citizens even after 1814 and promulgated the foreign policy that even after 1814 USA citizens were still British subjects and despite being a USA citizen this did not negate the citizenship to the Crown and requirement to serve in the British Navy as a British Subject.

Clearly, under English Common Law all USA citizen can take up residency in England without need for Green Card.
