There are control centers in different parts of the country that control different cities. The "handler" may not even be in the same city. They use computers with sophisticated software programs that send of SMS. Text messages. The one system gets messages from multiple numbers and they are identified as where the ad was placed. They can pick any picture they want from a bin or folder. One handler can run many different ad's and locations and you have never even texted with the girl at the final location. When you get there they check in with their phone. So in my experience it's normally best to go for the shortest time but go for a better tip. It can get you better service and longer time. The handler knows about the fee and girl knows about the tip. It's like years ago McDonalds experimented with a central call center for drive up's where you spoke into the microphone but it went to a totally different location. They wrote up the order and it showed back up on the screen and in the prep area and they could handle many different locations. It's business. It sounds like in DonDuke's case the handler may have gotten the cities screwed up.
